Program Specialist V for Technology Education

Texas Education Agency, Austin, TX; 1998 – 2003

Consulted with, provided technical assistance to and made presentations to community, professional groups, and school districts to stimulate interest in Technology Education, and secured state, local, and business/industry support for programs, identified training needs, and evaluated program effectiveness. 

  • Monitored and provided oversight for funded projects for the effective implementation of the Texas Essential Knowledge and Skills, included curriculum development/integration, and professional development for Technology Education programs. 
  • Analyzed innovative course applications and assisted schools in the initiation of these programs to meet local education needs. 
  • Coordinated activities associated with professional development conferences including negotiating facilities, vendor and speaker contracts, coordinating and proofing promotional materials, preparing and maintaining conference budgets, reviewing monthly financial statements, and on-site conference management. 
  • Prepared administrative reports, studies, and specialized research projects related to Technology Education for both agency and Legislative staff.
    • Feedback from these reports and surveys is used to determine trends and resolve operational problems, assist in planning and developing Technology Education programs, analyze Technology Education unit operations to make improvements.
  • Provided guidance to potential teacher candidates and school district personnel concerning SBEC teacher certification requirements.

 Program Evaluation

  • Developed the Technology Education program evaluation instrument. 
    • This was subsequently used as a model for all other Career and Technology Education (CTE) program area program evaluation instruments. 
  • Developed schedule 4A of the Carl Perkins funding application, an instrument that is utilized in the evaluation of federal funding applications for CTE programs.
  • Analyzed innovative course applications and assisted schools in the initiation of these programs to meet local education needs.
  • Evaluated applications and provided guidance to school districts applying for Perkins funds and oversaw the completion of and monitored the required performance reports for Technology Education and recommended changes when appropriate.

 Curriculum Development

  • Provided state level leadership in program planning, including conducting site visits to assist in identifying the need for new programs, developed and implemented techniques for evaluating Technology Education programs, interpreted regulations and legislation affecting Technology Education, and
  • Developed state level policy and procedure manuals related to Technology Education and Career and Technology Education.
  • Provided oversight for the development of thirteen state developed curriculum guides for technology education.  These materials included print based as well as online materials.
  • Developed and delivered staff development in the form of train the trainer to district and campus administrators and teachers in the areas of program planning and implementation strategies for the integration of state and national standards into the learning environment.

 Grant Oversight

  • Assisted in the preparation of, monitored and provided oversight for, and 4 grants worth one million dollars related to curriculum development and teacher professional development.
    • Evaluated the funded projects for the effective implementation of the Texas Essential knowledge and skills, curriculum development/integration, and professional development for Technology Education programs.

 Meeting and Conference Coordination

  • Coordinated administrative activities associated with 7 statewide teacher professional development conferences with an attendance rate of over 500 people each.
    • Including negotiating facilities, coordinating and proofing promotional materials, preparing and maintaining conference budgets, preparation and review of monthly financial statements, coordinate and recommend appropriate distribution of funds for presenters and on-site conference management. 

 Technical Project Coordination

  • Prepared administrative reports, studies, and specialized research projects related to Technology Education. 
    • Feedback from these reports and surveys is used to determine trends and resolve operational problems, assist in planning and developing Technology Education programs, analyze Technology Education unit operations to make improvements.
  • Created a database that is still utilized for the evaluation and tracking of Technology Education teachers and programs across the state.
  • Created and maintain the website for the program area.
  • Administered the Technology Education unit monthly email newsletter subscribed to by approximately 350 teachers and administrators. 
  • Coordinated and co-produced six T-STAR broadcasts.
